Cisco Solutions to Increase Reliability of East Power Systems Dispatching Control
MOSCOW – May 26, 2014 – The Interregional Dispatching Office of the East Interconnected Power System (East IDO), the branch of the System Operator of the United Power System (SO UPS, JSC), has deployed a new data center, a component of SO UPS’s Unified Distributed Data Center, to significantly increase the reliability of the Interconnected East grid dispatching control IT infrastructure. East IDO’s operating area covers 4457.4 thousand sq. km (1721 thousand sq. mi.) with 5.2 million inhabitants living in cities and towns.
East IDO’s Data Center was built as a part of SO UPS’s investment program. Deployment services were provided by TechnoServe AS, a Cisco® Gold Certified Partner in Russia, which has won the contract at the open tender. New Data Center is an important component of IT infrastructure running most software solutions used to control East IDO’s power grid.
Before the deployment, East IDO used traditional architecture with each software package running on a dedicated server or a small cluster of two or three servers. Such approach considerably complicated IT systems scaling, backing up, and maintenance; also, computing resources were used inefficiently. New Data Center uses virtualization technology to optimize computing resources usage and to lower IT infrastructure cost. Despite all software systems running on the same hardware, different application tasks are accomplished independently of each other in isolated environments, while potential software failures do not impact operation of the rest of the Data Center. Virtualization technology enables rapid scaling of the workloads without significant expenses, and improves the reliability of IT infrastructure as a whole.
The Data Center is based on the Cisco Unified Computing System™ (UCS) platform unifying in a single system Cisco’s computing and network resources with EMC’s storage and VMware’s virtualization software. All equipment is reserved and distributed by different East IDO sections to provide the Data Center’s fault-tolerance and disaster recovery. Computing power can be easily increased by installing new blade servers, while storage capacity can be improved by installing additional hard drives. The new Data Center requires significantly less working space and has lower power consumption and heat emission compared to traditional IT infrastructure.
From January to March 2014, 79 East IDO solutions were migrated jointly using 118 virtual machines. The migration process did not disrupt East IDO ongoing control of the Interconnected East grid operations. Some real-time production systems still operate on the classical cluster architecture.

The Interregional Dispatching Office of the East Interconnected Power System (East IDO), the branch of the System Operator of the United Power System (SO UPS, JSC), controls three power systems in the East area located in five districts: the Amur region, the Primorsky Territory, the Khabarovsk Territory, the Jewish Autonomous Region, and the southern part of the Republic of Sakha (Yakutia).
