Libyan telecommunications group advances work on regional fibreoptic network, data infrastructure and mobile services
BENGHAZI, Libya – 19 October 2026 – O3 Group has launched its operations with the landing of the Medusa submarine cable in Benghazi: the first of its kind in Libya. The launch was celebrated with Libyan officials, local and international dignitaries.
The Medusa cable is the first major step for the privately owned Libyan company in a series of landmark projects planned starting December 2026 and throughout 2027. Projects include a state-of-the-art data centre, an international education programme with British universities, new fibre infrastructure across Libya, and new digital services. All progressing through different stages of construction and deployment, with delivery beginning in early 2027.
The open-access cable system extends more than 8,700 kilometres across the Mediterranean, providing new high-capacity connections between Europe and North Africa. A second Medusa landing will follow in Tripoli at the end of 2027.
O3’s national fibre backbone will carry this international capacity to cities, businesses, public institutions and mobile networks across Libya, opening up new possibilities for learning, commerce and communications to a more prosperous future for all Libyans.
Planned routes south towards Kufra will extend through Chad into other landlocked African markets, supporting O3’s ambition to develop Libya as a regional digital hub connecting Europe and sub-Saharan Africa.
“Our aim is to give Libya state-of-the-art, digital infrastructure to create the conditions for businesses, institutions and young people to participate fully in a modern, inclusive digital economy that can drive prosperity in Libya and beyond to our neighbours,” said Dr Faisel Gergab, Chairman of O3 Group.
Data Centre
O3’s data centre, the first of its kind in Libya, is under construction and expected to become operational by March 2027. Its design has received Tier III Certification Design Documents from the Uptime Institute. The facility will support local hosting, cloud services and business applications for telecommunications operators, financial institutions, government and other enterprises, allowing more data and services to be hosted in Libya.
Mobile Connectivity
O3 Mobile is developing a national network offering 5G and fixed wireless access. It will draw on the Group’s international connectivity, national fibre backbone and data infrastructure to provide faster, more reliable services for consumers and businesses. Deployment will proceed in stages, with fixed wireless access providing broadband connections to homes and workplaces. A 5G pilot will launch in the greater Benghazi area in Q1 2027.
Education & Opportunity
O3 Technology Village will provide space for entrepreneurs, businesses and technology leaders to work together. Technology courses and practical training through O3 Academy will sit alongside incubation support, helping start-ups develop their ideas into businesses and giving Libyans the skills to work in the sector.
Alongside this work, O3 has entered into a partnership agreement with Cambridge World Academy (CWA) to establish an educational hub. It will offer a UK education pathway from primary school through to university-level study, giving students access to internationally recognised qualifications while remaining in Libya.
“Libya has an important role to play in the future of Mediterranean connectivity,” said Norman Albi, CEO of Medusa Submarine Cable System. “The landing in Benghazi, followed by Tripoli, brings Libya into Medusa’s growing network of high-capacity routes across the Mediterranean. This is an exciting first step towards a brighter, more connected future in the Mediterranean.”
O3 is laying the foundation for a digital corridor connecting Europe, Libya and sub-Saharan Africa. This infrastructure will support new digital services, fintech and businesses that can help diversify Libya’s economy, while opening access to markets and opportunities for African economies connected along the route.
