PPC and Vodafone Greece explore joining forces in fibre optics

  • Framework agreement to explore a partnership through the creation of a jointly controlled fibre infrastructure company

Athens, 10 June 2026 – PPC Group and Vodafone Greece announce the signing of a non-binding term sheet outlining the key principles for the creation of a potential 50:50 joint venture, to be formed through the merger of their respective subsidiaries PPC FiberGrid (a wholly owned subsidiary of PPC) and Fiber2All (a wholly owned subsidiary of Vodafone Greece). The new company will operate in the wholesale provision of fibre-to-the-home (FTTH) network services in Greece. This strategic partnership aims to establish a new strong pillar in the digital infrastructure market.

The signing of the non-binding term sheet marks the beginning of the process for the detailed design and completion of the transaction. The next steps include the completion of the necessary due diligence by both parties, the signing of binding agreements and the receipt of all required approvals from the competent authorities.

The new company will operate exclusively as a wholesale provider, offering its services to all telecommunications operators in the market, on a fully neutral basis.

The development of a network of this scale is expected to accelerate the adoption of ultra-high-speed connectivity, making a decisive contribution to the digital transformation of the Greek economy and society. PPC FiberGrid’s 100% fiber-to-the-home (FTTH) network has now reached 1.88 million households (homes passed), of which more than 1.1 million are already available for immediate connection (ready for service). Vodafone Greece’s FTTH network is currently able to connect more than 550,000 households.
