[Copenhagen, Denmark, June 24, 2026] At the 2026 TM Forum Digital Transformation World (DTW) held at Bella Center in Copenhagen yesterday, Yang Chaobin, Executive Vice President, CEO of the ICT Business Group of Huawei, delivered a keynote speech. He emphasized, “Deploying Highly Autonomous Networks (AN) has become a strategic consensus among mainstream CSPs around the world. To address the daunting challenges in large-scale AN deployment, the industry should adhere to the approach for Layered Intelligence and Open Collaboration, implement real-time autonomous closed loops within individual domains based on single-domain intelligence, and achieve global collaborative orchestration through cross-domain intelligence. The industry should also adopt the unified A2A-T standard to streamline cross-layer collaboration. This will accelerate the integration of AN into production scenarios, enabling CSPs to reduce costs, improve efficiency, and enhance user experience.”
Yang Chaobin, Executive Vice President, CEO of the ICT Business Group of Huawei, delivered a keynote speech.The AN industry has gained significant momentum. 100 industry partners worldwide have signed the Autonomous Networks Manifesto, and approximately 30 CSPs have released AN blueprint and launched related practices. They are dedicated to delivering a superior network experience, and achieving simplified O&M and agile innovation. In the AN blueprint implementation journey, CSPs face some long-term challenges, including the coexistence of multiple network generations and vendors, as well as inefficient integration. They also need to fulfill a diverse range of service requirements to deliver a differentiated network experience and address the challenges emerging from a new landscape, such as enhancing the efficiency of inter-system multi-agent communication.
To address these challenges, Yang proposed an industry approach for Layered Intelligence and Open Collaboration, which will deliver a range of benefits to CSPs. First, this approach addresses the real-time responsiveness challenge. By offloading the perception and decision-making of time-critical scenarios—such as fault self-healing and experience optimization—down to domain level, this enables second/minute-level closed-loop control eliminating delayed responses in centralized scheduling. Second, this approach significantly reduces integration complexity by masking differences across multiple generations and networks within individual domains from upper-layer networks. It enables cross-domain layers to focus on global resource orchestration and long-period policy iteration. Third, this approach eliminates the obstacles to cross-layer collaboration. A unified agent communication standard serves as the universal language to enable efficient interconnection and large-scale multi-agent collaboration across layers and systems, achieving intelligent, efficient collaboration throughout the network.
Yang called on the global AN industry to jointly implement the industry approach for Layered Intelligence and Open Collaboration, develop the open-source A2A-T interface protocol, and enhance related standards and ecosystems to accelerate the evolution toward Highly Autonomous Network.
