WASHINGTON, D.C. – August 7, 2025 – INCOMPAS, the internet and competitive networks association, released the following statement praising the Federal Communications Commission (FCC) on adopting the Report and Order (Order) and Further Notice of Proposed Rulemaking (FNPRM) in its review of submarine cable landing license rules at its August Open Meeting. The order seeks to streamline and improve the FCC’s submarine cable landing licensing process, preclude foreign adversary access to communications networks landing in the United States, and implement a one-time information collection to inform further rules. The following statement can be attributed to Staci L. Pies, senior vice president, Government Relations and Policy, INCOMPAS:
“Submarine cables are incredibly vital to our digital economy, carrying over 95% of intercontinental global internet traffic, and 99% of transoceanic digital communications. Today, the Commission takes a significant step to accelerate the buildout of this important infrastructure to support growing demand, while adopting common sense measures that strengthen our national security. As complementary to Chairman Carr’s Build America Agenda, this item rightly recognizes the critical role of submarine cables and other high-speed infrastructure in securing America’s digital future. We commend the Commission for adopting clear and consistent standards and believe this item strikes the right balance of encouraging investment while protecting the security, integrity, and resilience of submarine cable systems.
INCOMPAS thanks the Commission for its leadership on this issue and welcomes the opportunity to continue working together to ensure that America remains the global leader in communications innovation.”
