INCOMPAS Applauds FCC on Pole Attachment Order

WASHINGTON, D.C. – July 28, 2025 – INCOMPAS, the internet and competitive networks association, released the following statement praising the Federal Communications Commission (FCC) for its ongoing leadership and steady progress on pole attachment reform. The following statement can be attributed to Staci L. Pies, senior vice president, Government Relations and Policy, INCOMPAS:

“Last week’s order addressing larger broadband deployment pole orders represents the next key step in a series of actions that are making a real difference in broadband investment, removing barriers, increasing transparency, and speeding up deployment nationwide.

This decision is especially significant as part of FCC Chairman Brendan Carr’s Build America Agenda, which has prioritized modernizing high-speed digital infrastructure and expanding competitive broadband. The Commission made key changes, such as establishing a 60-day notification requirement for large orders and shortening the advance notice requirement for mid-sized pole orders, as well as expanding the rights of new attachers to conduct make-ready estimates, including a “self-help” remedy that will keep normal course of business deployments timely and efficient.

By establishing clear processes and timelines for both communications companies and utilities, the FCC is helping ensure that pole attachment negotiations do not delay critical broadband projects.

This is a victory for broadband competition, consumers, and the future of digital infrastructure. INCOMPAS looks forward to working with the Commission, utilities, and communications company stakeholders to ensure these rules are implemented effectively and continue to support the nation’s broadband objectives.”
