Home Office and MEF Collaborate to Strengthen Telecoms Fraud Prevention

In London today – 13th May 2025 – The Mobile Ecosystem Forum (MEF), in partnership with the United Kingdom Home Office, hosted a focused session on the latest updates to the United Kingdom Telecom Fraud Charter, with specific relevance to the A2P messaging sector. The session provided a key opportunity for stakeholders across the messaging ecosystem to hear directly from the Home Office on its ongoing anti-fraud initiatives, review progress since the Charter’s launch, and engage in open dialogue to help shape future phases of this important work.

The panel featured Daniel Ager, Head of Telecommunications Fraud Prevention Policy – Home Office, and Dario Betti, CEO of MEF, who discussed the close collaboration between the Home Office and MEF to strengthen industry collaboration and deliver practical, coordinated action against telecoms fraud.

Key points discussed during the panel included:

* Close collaboration between the Home Office and MEF.

* Inclusion of the Home Office on the Code of Conduct Dispute Committee, which adjudicates disputes between signatories.

* Review of Code of Conduct violations by the Home Office and considering a public mention/report on violators.

* The timeline for finalizing the Charter is August/September 2025.

* Home Office consulting with Mobile Operators and business messaging companies such as CPaaS providers and aggregators.

* Home Office working closely with United Kingdom law enforcement, Ofcom and NCSC to ensure alignment and explore strategies for enforcement.

The MEF Business SMS Code of Conduct is a self-regulatory framework that establishes standards for all entities involved in Application-to-Person (A2P) SMS messaging. It aims to protect consumers, ensure ethical and commercial responsibility, and maximize value across the messaging ecosystem. The Code addresses message content, timing, data privacy, fraud prevention, and compliance, and it outlines the roles and responsibilities of industry players.The Home Office and MEF are committed to strengthening industry collaboration and delivering practical, coordinated action against telecoms fraud.
