BROOMFIELD, Colo., Jan. 28, 2016 — Level 3 is pleased to file comments in the FCC’s dedicated services proceeding, also known as the special access proceeding. Level 3’s filing confirms what industry observers have known for years: the largest incumbent telcos are the dominant providers of critical business broadband circuits in almost every market in the United States, and they are abusing their dominant position by charging monopolistic prices and by stifling competition where it might develop through anticompetitive demand lock-up agreements. Their conduct harms American businesses, educational institutions, government agencies, nonprofits and, ultimately, consumers. FCC Chairman Wheeler deserves credit for putting the Commission in a position to fix this problem. We look forward to working with the full Commission as it crafts common sense policies to rein in these market abuses and unleash the power of competition to deliver enormous benefits for businesses and consumers.
