Level 3 Invests in Manchester Resiliency, Deepens European Presence

Diverse Route Supports City’s Economic Development Goals

LONDON, June 21, 2010

Level 3 Communications, Inc. (NASDAQ:  LVLT) today announced it has invested in making Level 3’s connection to the city of Manchester resilient, meaning the city’s Internet connectivity is now independent of the Level 3 London hub. Level 3 serves approximately 45 markets in Europe and can seamlessly deliver transport as well as Internet Protocol (IP) services from Manchester through to Western Europe and markets across North America.

Effective immediately, Level 3 has implemented an augment of its European network to provide a diverse route for Manchester. The announcement comes as the city seeks to attract new businesses and stimulate economic development in the area.

“Our goal at the Manchester Investment Development Agency Service is to promote inward investment and economic development in Manchester, and Level 3’s commitment to making the city resilient certainly supports that goal,” said Katie Gallagher, head of Creative Industries at MIDAS “When companies are deciding where to do business, connectivity is a major criterion, and this investment will provide direct access to one of the world’s largest Internet backbones.”

Level 3’s European network continues to expand in line with customer demand. This expansion follows an increase in its network capability in Central and Eastern Europe. This year, the company has invested in expanding and deepening its presence in a number of locations across Europe including the UK, Czech Republic, France, Germany and Belgium. The company plans to continue its investment in European infrastructure and connectivity throughout 2010.

“By introducing resiliency, we’re improving network diversity away from London, deepening our European presence and enhancing our service options in the Manchester area,” said James Heard, president of European Markets at Level 3. “We believe there’s great potential for economic growth in this area, and are committed to supporting this growth with world-class telecommunications solutions.”

The Level 3 network today spans 22 countries, with services offered in approximately 190 markets in Europe and North America. Capacity is offered between the two continents on five trans-Atlantic systems, with seven diverse routes. To learn more about Level 3’s European capabilities, please click here.
