WQN Selects Level 3 for Voice and Data Services

Level 3 Services to Enable WQN to Expand Coverage Area

March 29, 2010

Level 3 Communications, Inc. (NASDAQ:  LVLT) today announced that it has been selected to provide voice and high-speed IP services to QuamTel, Inc.’s (QUMI.OB) subsidiary  WQN, Inc., a Dallas-based provider of international calling cards distributed over the Internet.

Under the contract, Level 3 is providing WQN with toll-free IP and local inbound services, which facilitate the delivery of VoIP’s service to businesses and consumers with broadband connections. Level 3 also will provide WQN with high-speed Internet access with network connectivity up to 10 Gigabits per second.

“By deepening our relationship with Level 3, we’re able to expand our footprint while consolidating our communications service with one provider – a simpler, more cost-effective solution for our business,” said Stuart Ehrlich CEO of QuamTel, Inc., the parent company  of WQN. “The result is a more reliable, streamlined experience for our customers.”

For 12 years, WQN has provided prepaid, postpaid, toll-free and broadband telephony services. The company focuses on transporting calls that originate from the United States and Canada and terminate globally. WQN was one of the first companies to make international calling available to consumers via the Internet.

“Level 3’s extensive fiber-optic network is an ideal choice for communications solutions providers looking to expand their coverage area,” said Jeff Tench, president of Level 3’s Business Markets Group. “Level 3’s IP backbone also delivers exceptional scalability, allowing businesses to quickly and easily ramp up bandwidth as their communications needs grow.”

Level 3’s Business Markets Group leverages the power of the company’s extensive fiber-optic network, metro assets, and locally focused sales and sales support organization to deliver world-class services to enterprise customers and service providers throughout the United States.
