Level 3 Names John M. Ryan as Chief Legal Officer; Thomas C. Stortz to Retire at Year End

BROOMFIELD, Colo., September 08, 2010

Level 3 Communications, Inc. (NYSE:LVLT, news, filings) today announced it has selected John M. Ryan as chief legal officer to succeed Thomas C. Stortz, who will be retiring at the end of the year. Ryan will be responsible for Level 3’s legal and regulatory functions worldwide. Ryan has been with Level 3 since 1999, and has more than 17 years of experience with legal issues specific to the telecommunications industry.

“It has been a privilege to work with the Level 3 team for the past 12 years,” said Stortz. “I have every confidence that John’s intimate knowledge of our business, broad industry experience and leadership will be great assets to the company.”

Ryan has worked in roles supporting Level 3’s customer contracting and vendor contracting since 1999 and has led Level 3’s public policy group since 2005. Prior to his tenure at Level 3, Ryan was an associate and partner at Fraser Stryker Law Firm, where his practice focused on the communications industry. Ryan will take over as chief legal officer on Jan. 1, 2011. Stortz will remain in an advisory capacity to assist with transition through the first quarter of 2011.

Stortz has been responsible for the legal and regulatory affairs of the company since 1998. Prior to joining Level 3 Stortz was general counsel of Peter Kiewit Sons’, Inc.

“As an early member of Level 3’s management team, Tom has helped guide the company through its evolution from start up to the company we are today. We will miss his advice and counsel,” said James Crowe, chief executive officer of Level 3. “It has been my honor to work with Tom over the past 12 years, and I wish him the very best in his retirement.”
